The primary consultancy focus for HCL Consultants (UK) is in providing sustainable rural solutions. Increasingly across Europe rural development policies and approaches are being adopted that are aimed at protecting the countryside and natural resources and further enabling the sustainability of rural communities. In the United Kingdom in January 2005 the de-coupling of farming subsidies from agricultural production has created a range of new rural development opportunities for the innovative to exploit. HCL Consultants assists land managers and other rural stakeholders, local, regional and national Governments and Non-Governmental agencies in a number of ways and primarily through:
- Conducting targeted research for the formulation of appropriate plans and policies
- The organisation of, and support to, meetings, group development and the strengthening of stakeholder linkages
- The provision of advice on appropriate project finance, funding and grant applications
- The provision of training and stakeholder workshops and demonstrations to help create innovative and entrepreneurial solutions
- Identifying and contracting specific technical specialists for specific technical support in areas such as, sustainable land and water use, catchment management, land access and recreation, non-farm rural enterprise, sustainable and healthy food production and supply chain management
- Supporting the use of appropriate technologies in relation to areas such as, Geographical Information Systems (GIS), trading, electronic data interchange, remote communications and networks
