The Group

The HCL Group consists of HCL Consultants Ltd based in Cyprus, HCL Management Limited based in Athens, Greece and Pescares s.r.l. based in Milan Italy.

The Group as a whole covers a wide range of Consultancy activities from Rural Development to Public Administration Reform carried out mainly on behalf of the principal International Donors.

The Groups activities are spread throughout the less developed and developing world.

 
HCL Consultants Limited, the Holding Company for the HCL Group, was registered in Cyprus in 2003. Apart from its function as the Group Holding Company, HCL Consultants is primarily responsible for international consulting activities in a wide range of sectors. 

The Company currently acts as a subcontractor to a number of the Framework Consortium Leaders and manages, on an annual basis, some 100 Framework Contracts arising from these activities.

In addition, over the last two years, the Company has developed a fast growing large project Division largely specialising in EuropeAid funded projects. Currently the Company is a member of various Consortium implementing the Western Balkans Infrastructure Financing Facility, and is directly involved in other major contracts in Albania, Kyrgyzstan, Ukraine and Afghanistan.

HCL Management Limited has taken over the activities of Harvest Commodities and as such is involved in the implementation of EU funded thematic programmes.

HCL Management also provides assistance to HCL Consultants and Pescares in organising logistic elements of their project implementation activities. The Company is based in Athens, Greece.

The company is backed by 40 years experience in natural resource management and is associated with experts who have worked in all parts of the world for many public sector organisations, including major international funding agencies such as the World Bank, the European Commission, the Asian Development Bank, the African Development Bank and the Inter-American Development Bank.
