Detailed description of the project


This project is supporting local entrepreneurs' participation in the business and economic sphere and improving Tajikistan's international attractiveness as a country for international investments through the establishment of a One Stop Shop (OSS) system for business registration.

In order to successfully implement this system, our experts are undertaking the following project components:

  • Policy advice, institutional, legal and regulatory infrastructure development in connection with OSS development and implementation process for the Government;
  • Implementation of the business registration process and institutional structure to reduce new business registration time to 5 days or less and utilising one physical location of application. Under this component, a software system will be developed to implement one stop shop process including system requirement analysis, development, integration and testing, user acceptance testing, and deployment of the system in the Tax Committee.
  • Capacity building and skills upgrading in order to prepare central, oblast and local tax administrations, statistical administrations and administrations of the Agency for Social Insurance and Pensions as well as Tajik industrial associations for OSS system implementation.

Activities include:

  • Coordination of ICT policy within the Government, IPR and software protection, eGovernment development plans
  • Review, policy advice and regulatory basis development/law amendments drafting on materialisation of openness, client orientation, registration cost/effectiveness, principle in implementation of the OSS concept in Tajikistan
  • Preparation, discussion and agreement of legal documents, which determine the simplification of procedures for business registration within the framework of the one stop shop concept
  • Policy advice on subordination of the OSS structure within the tax administration and its dependent institutions, drafting of normative legal acts on establishment and running the subdivision of the tax administration for business registration and its regional offices with upgraded functions, increased staff, finances and income structure, management structure and personnel, administrative procedures.
  • Preparation of a manual and instructions for the procedures of business registration.
  • Discuss and test the revised procedures for the OSS with the private sector, including banks, to provide input.
  • Discuss potential future funding with other donors.
  • Develop all necessary process and procedural steps to simplify new business registration in 5 days or less.
  • Survey on current IT applications, ICT hardware installed base, annual procurement budget, ICT-procurement policies IT and Communications standards in use (hardware, operating system, system software, programming languages, human interface, data security, data base management, data communications, job safety etc)
  • Integration and testing of the software system - Conduct user acceptance testing on site
  • Remote Town testing facility to prove functionality and set system parameters in practice
  • Deploy software system to all Tax Committee offices
  • Provide software documentation to include User Manual, Technical Documentation, and System Administrator Documentation
  • Identification of information gaps amongst the beneficiaries i.e. the government officials and private sector associations/Tajikistan Chamber of Commerce trough TNA survey
  • Best practice on OSS concept in EU countries, developing countries and countries in transition in EE and Central Asia
  • Develop, test and roll-out new procedure manuals to define the new functions of staff in the OSS structure. Train staff and management on the new procedure manuals to facilitate deployment of the new OSS process
