The aim of the assessment was to help the Commission and Ukraine make an informed decision on how to support reform processes in the area of human resource development in general and tertiary education in particular, drawing on lessons learned in the EU technical assistance, the main directions of partnership strategy, activities of other donors and reform efforts in Ukraine.
The global objective of the Project was to contribute to economic and social development of Ukraine by supporting the reform of education and training sector as a key mechanism for promoting economic growth, social inclusion and active citizenship.
The specific objectives were to:
- Assess the legal framework, finance policy, structure, institutional capacity of the tertiary education sector of Ukraine, and;
- Develop recommendations for reform measures which would help adhere to the Bologna principles and lead to gradual integration into the European Higher Education and Research Area.
The Project conducted:
- Desk research of Ukrainian legislation and other official policy documents, secondary literature and commentary, and; European commission policy documents on EHEA and ERA, bi-annual reports from European Ministers of Higher Education;
- Stakeholder consultation in Higher Education including central government Ministry officials, rectors; academic staff and students, representatives of regional government, business and employer organisations.
The Project provided the Commission and Government of Ukraine with a comprehensive assessment report of the tertiary education sector including gap analysis (with EU benchmarks and indicators) and recommendations for reform and further support to the sector
